A community is more than its infrastructure — it is the people within it. That belief shaped every design decision in the HDB Annual Report 2014/2015. Themed It Takes A Community, the report was crafted to move between the institutional and the intimate: bold chapter headers anchoring structured content, warm photography of real residents giving it life. The scope went beyond print.
A series of stakeholder videos — featuring homeowners and HDB staff sharing their experiences — were produced to extend the report’s reach and deepen its narrative. For an organisation whose work touches the lives of nearly every Singaporean, the design had one clear responsibility: to make the numbers feel like people, and the milestones feel like moments.
